The Belmont County District Library  has materials in both its reference and general collection to assist in genealogy research.  Don't forget to check the Ancestry and HeritageQuest databases paid for by the Belmont County District Library. The interlibrary loan service can be used to obtain some materials that are not available directly at the library.

Golden Buckeye Card

The Golden Buckeye Card is a service of the State of Ohio, offering merchant discounts and prescription drug savings to Ohioans age 60 or older , and   to adults age 18-59 who have disabilities as defined by Social Security . Ohio residents who hold current Ohio Driver Licenses or State ID cards should automatically receive a Golden Buckeye card in the month of their 60th birthday. Individuals who do not have a current license or State ID, people under age 60 who are eligible due to disability, or people who otherwise do not receive their card automatically, may apply for a card at any Belmont County District Library location.

Anyone wishing to apply for a Golden Buckeye Card at the library must come in person and bring proof of age (e.g. a driver's license or State ID card) and/or a certification of disability. To prove eligibility for a Golden Buckeye card due to disability, the state requires one of the following documents:

  • a Medicare (not Medicaid) card;
  • SSDI acceptance documentation; or
  • a copy of a document certifying permanent and total disability issued by any state department, Ohio public employee retirement system (STRS, PERS, etc), or any federal retirement system.

  The state does not accept any other form of proof of disability, such as a letter from your doctor.

After completing the application, library staff will fax the form to the Ohio Department of Aging. You will be provided with a temporary Golden Buckeye Card for use until your official card arrives in the mail.


Interlibrary Loan:

The Belmont County District Library makes interlibrary loan services available to its patrons for a $3.00 per request fee. Through interlibrary loan, the library borrows materials it does not own from other cooperating libraries in the U.S. The average amount of time needed to receive an interlibrary loan item is about two (2) weeks.

Copies of magazine articles can also be requested. There is generally no charge for magazine articles. In addition, hundreds of magazines are available through our online research databases, with full-text access. You can access these magazines from your home computer or the reference librarian can email the articles directly to your email account.

Tax Services:

The library participates in the IRS Library program which provides our users with basic personal federal tax forms. Other IRS forms are available for photocopy. The library also distributes Ohio personal income tax forms. Library staff cannot assist the public in completing tax forms -- please see an accountant or visit a free tax help center near you.
